Personally I'd say no brakes whilst your learning the basics, As it forces a better technique when stopping etc.

Brakes if you are looking at DH riding or are a bit older/a more casual rider.

Brakes for your first few days, just until you get the general feel of things, find your balance, etc. Then, try it without for a spell, learning the foot drag, the J-turn, the powerslide - or the hop-off......
Put the brakes back on for gnarly terrain or if you're going anywhere near traffic.
